The Port of Halifax contracted the services of the Maritime Simulation and Resource Centre (MSRC) to perform a simulated operational manoeuvring risk assessment within the inner harbour and Bedford Basin. The scope of the analysis included:

A feasibility assessment of cruise vessels anchoring south of Georges Island and an evaluation of potential encroachment interference with simultaneous inbound and outbound transits by other vessels.

A preliminary evaluation of the planned buildout of the Irving Shipyard and a determination if there is potential for encroachment on transiting vessels, or potential for transiting vessels hydrodynamic interaction effects which could create issues for the mooring arrangements of vessels at the shipyard.

A review of the use and employment of stern tethered escort tugs on container vessels departing Fairview Cove. This included consideration to modify typical manoeuvring practices when rounding Seaview Point in lieu of recent changes to the shoreline characteristics as well as the potential change of position of Port Hand Buoy H39; and an emergency response assessment for Ro-Ro vessels departing Richmond Terminals.
